I need help growing my lavender. It’s been like this for over seven months hasn’t really grown. The pot is a 10 inch diameter .
Can I use fertilizer on lavender? I have no idea I have a fertilizer that is steer manure and one that is 16 16 16 and the one that is just blood meal and one that is 2 15 15 or does lavender not need any fertilizer I try to water it 1-2 times a week because it’s hot I’ve also rushed a bit of epsom salt .

I would guess that the root ball is too densely packed in the pot.
You should repot, in something bigger (12-16 inches) and more breathable (terracotta or fabric) and get some fresh, light potting soil with perlite. Could also help to add some volcanic rock or small gravel. Lavender grows naturally in dry, gritty soil.
From there you need a good solid 8-9 hours of sun, and warm dry conditions.
Nutrition… maybe. Lavender likes alkaline soil, so unless you’re going to start testing water PH I wouldn’t recommend getting into fertilizers…
Start with the fundamentals: sun, temperature, humidity, growth medium.
