Those are not technically suckers or water sprouts. It is, however, a double trunk tree, which will eventually be a site of weakness a few decades down the road.
I’d remove one of those limbs, keeping the straighter/stronger one. Ideally, I would cut the unwanted limb in half now, and then remove it altogether the following year…this avoids putting too much stress on the tree by removing half of its canopy in a single year. But at this age, even completely removing one of the shoots won’t be too severe on the tree.
