Yes. Looks like they sent you the wrong pot. If it had a lip outside the pot with a hole to pour the water in, I would say they missed sending you an inner pot. But, this looks like the wrong pot all together.

It seems the green part goes into the water holder, those slits at the bottom allow some volume of water to flow in…..
At least that is my understanding from the 2 pics.
If you have a case where the dirt is surelevated and it doesn’t touch the water you can add some strips of any kind of cord that would absorb the water from the water into the base of the pot.
Edit: if there is no space on that base for water it means you could be missing a base inside the green pot which rests on the vertical edges at the bottom sides so you can add the liner with the plant in

I ordered similar looking (white) self watering pots from Walmart that def had a different setup – this looks like ones I’ve bought where even this removable “drip tray” is fairly useless.
But if you are newer to plants and looking at self watering pots thinking it will be simpler/easier, I would caution against that anyway… It seems like a neat shortcut until you realize it leads to the dark lands of Root Rot. 😱

I think they are suggesting that the attached drip tray thing will hold water and thus “water your plants.”
