Does anyone know what this is? It’s all over my 9-10ft tall ficus hedge along the fence. I live in the Los Angeles area, hedges are watered twice a week on a drip system and they get plenty of sunlight . I’ve tried hosing it off with a dish soap solution and spraying neem oil multiple times but nothing has worked and it keeps coming back.

Looks like wooly aphids, an insect not a fungus.
