This is a cactus I’ve been gifted by my mom more than two years ago and it has been growing strong right in front of the window until today I found my cactus like this. I have been watering every 3 – 4 weeks or so. What might’ve been the cause of this? But more importantly, can it be saved by cutting away at the bottom which seems to be molding white and replanting it? Any advise would be really helpful!

I’m sure you’ll get some more answers but cut with a clean knife above where the rot is, let it callous, stick it in some cactus soil/ appropriate mix. The stones on the surface of your soil will not have helped at all. Goodluck cactus!
What’s going on with all the decorative stuff on top of the soil?
Cut it anywhere between these purple lines until you see no rot/brown/black. Use thick gardening gloves like suede/leather. Get a new pot with fresh chunky cactus soil and repot your freshly cut cactus, just stick it right in the fresh soil. DO NOT PUT GLASS ROCKS AS A LAYER ON TOP!! The soil needs air contact to dry out and you basically have a rock blanket over it not allowing the soil to dry out and cacti need to dry completely between watering. You can’t even visually see the soil to do a health check on what it looks like , it could have pests or who knows. Post a picture when you repot it! (You could even cut it now and lay it somewhere safe like on a plate to callous over for a few days, while
You get new soil. I can’t always run to the local nursery middle of the week lol but if you wait, the rot is going to get worst and worst, so separate that ASAP.)
