How much to fix, does it need to be fixed, can I just throw some sand bags on the other side of it for now?

My advice: consult with a professional that deals with this type of work, verify their insurance and licenses and ask for customer references where they had the same type of work done. Get at least 4-5 quotes. When the work is actually done, be home on that day and watch them like a hawk and ask questions and make sure they don’t take any short cuts.

It needs to be completely rebuilt.

It probably is leaning because the base wasn’t done properly or there’s not proper drainage in place –

Those blocks just aren’t designed to be built that high. If you rebuild it’ll need to be blocks that can withstand the weight. A common one is diamond pro or just any 8 inch block would work. Refill it with at least 12 inches of clean drainage stone. Put a drainage pipe also and it’ll last a lifetime.
