Elephants Foot is what we used to call it. Looks like over watering to me. Or rather, roots rotting. Do you know when it was last repotted?
I am sure others with more experience will chime in.

How much light does it get? Do you wait ’til dry to water?

Ponytail palms can yellow from too much water or not enough water. kind of like most plants đ€Ł
But what I have found is they like to be a little on the drier side. So check how frequently you’re watering. Go ahead and cut the yellow leaves off and watch it.
You might also need to put it in a slightly bigger pot. That one looks okay, but it could be that it’s feeling a little tight.

the leaves that are dry at the end tell me under watering, but the leaves that are yellow at the base are telling me over watering/over compensation for the under watering/root rot. double whammy!

These are succulents and like a lot of light and not a lot of water. The water is stored in the trunk. Mines in a south window and I water it a little less frequently than my snake plants. After I water my snake plants, I keep it in the back of my mind that this guy needs to be watered soon.

I think this needs a bigger pot. It looks like itâs just struggling to grow

Thatâs a beautiful Ponytail Palm! It yellows when over watered and when neglected from under watering. I would remove those yellowed leaves – you wonât get them back.
I give mine a good watering when the trunk starts to shrivel a little bit. Just when it starts to not look supple anymore. For me depending on time of year that is watering every 1-2 weeks.
