For one, it looks like the pots are too big. AVs like to be a little pot bound. Also it looks like the one in the top has multiple crowns or maybe suckers.

Edit, looking at it more closely, the pot may be OK when the leaves finish growing in. Generally you shouldn’t be able to see the soil when a violet is grown enough to start blooming. The all the leaves come out of the center (crown) going in a circle. As the leaves get older, they get bigger and have longer stems. The oldest leaves are hanging well over the side of the pot (which is good). Then there is a space and then a bunch of newer leaves in the center.

I’m not sure what happened there, but those center leaves need to get significantly bigger before it will bloom.

The one on the top should probably be divided and put into smaller pots to get going. An AV that you want to bloom should only have one crown. The good news is that you can take all the baby plants, sometimes called suckers and plant them in their own pots.

Top one has multiple crowns, so that can impact its bloom. How much light are they getting, and of what type?

Do you fertilize them? What kind of light do they get?
