Neil Farrow was seeking permission to build a three-bedroom house and a garage on a small plot of land in Rosedale Gardens, a residential estate in Belton.
But planners at Great Yarmouth Borough Council rejected his application, describing the proposal as “cramped” and lacking adequate open space.
Another problem was that the proposed house would overlook a neighbouring property.

Four earlier applications, dating back to 2007, to develop the same plot of land were refused on similar grounds.
Six objections were received, including from Belton with Browston Parish Council, which said the plot was too small for the size of house proposed.
Neighbours also raised concerns about overlooking, overshadowing and the overgrown state of the site.
One neighbour said: “We cannot see what the addition of one property is going to do to the village, aside from creating further traffic and obstruction in an already populated area.”
Another claimed the site had been poorly maintained for some time and that complaints had been made about its condition.
