I’ve had great luck just plopping snake plant babies – and even just broken-off leaves single snake plant leaves – down in moist potting soil. For other plants I’d dip the end in rooting hormone powder, but it’s never been necessary for snake plants.
I’d suggest dirt over water because adult snake plants don’t like to be overwatered. It might do fine in water, but I *know* they root well in potting soil, so I’d lean that way.

Just stick the pup in some cactus mix or whatever you’re using for the mother plant and it should take off
