Are these mealybugs or something else?

Hey, y’all. Relatively new plant parent and first time dealing with a malady like this. Noticed these today when I went to water my pseudorhipsalis. Quarantined the plant and scrubbed the leaves down with rubbing alcohol but I have no clue how to tackle the root situation — not even sure what I’m dealing with. Normally hangs in an east-facing window but I have it outside in the shade right now away from my other plants.
