this snake plant hasn't grown in years, it put out a pup a year or 2 ago and that one's doing well. i think the crown (?) is rotten/dead (see first pic) so i'm wondering if it's able to put out any new growth at all. it gets some direct sunlight in the afternoon, watered once fully dried and i was fertilizing during the summer. is there anything i can do or should i just give up

They are really hard to kill, that one is plenty alive. They grow super slow. I’d get it into a more light. Mine are in full Florida sun all day long. If it’s been 2 years, may need to repot with some fresh soil. I’ve never once fertilized a snake plant, they thrive on neglect, so I can’t comment on that.

When you say direct sunlight, do you mean from across the room? It’s probably not growing because it’s not getting enough light.

How long does it take for the soil to dry out entirely?

It doesn’t look dead. Is the “dead” part mushy or rotten or just dried up?
