Grow the vine up your own house.

Could this wine be of the kind that penetrates the concrete and would have ruined the wall if left to its own devices?

  3. Overgrown walls can weaken the building structure (I’ve seen ivy dig between the bricks and come out on the inside), and cause molding on that side of the building (plants keep moisture and prevent walls from drying properly after a heavy rain).

If it’s a building with multiple apartments I can’t blame them for cutting it, but if it’s only your house then it’s your choice and a dick move from the neighbor.
