I’ve never propagated it but yes, that’s a way to propagate Begonias.

Why is it set up this way? If it snapped off my assumption is it’s overwatered or something.

Yes and yes, carry on watering the remaining stump per usual and either propagate the broken piece in water or soil. Remove a few of the lower leaves first though. If possible don’t water propagate in a narrow-mouth vessel as begonia will often produce a new shoot underwater and it can snap off if the vessel is too narrow to pull it out. Happens with Peperomia too

in my experience begonias are extremely easy to propagate!
