I’m think of cutting these palings off under the bottom rail (red line) just in my side only. Then putting some plastic type of lawn edging against neighbours palings then filling the gap. I get a lot of water sitting here from neighbours yard and worried about swelling under my slab. Cutting palings to get more room to fill and maybe run an ag-pipe type thing to help draining, just don’t have much of a slop that’s all. Up for suggestions.

If there’s that much water pooling to where you’re concerned, a small barrier a few inches away isn’t going to do much to stop the water that’s percolating into the ground

Fences should not touch the soil anyways. At least leave a 2″ gap

Ask your neighbours what is going on in their yard, because you noticed pooling water under the fence. They might get swamped by another neighbour and don’t know what to do about it. As in: try to fix the source of the issue, instead of putting money into ducttape fixes.
