Trying to figure out what is on my indoor plant. Is it powdery mildew? I moved the plant to the window for more sun and air circulation. I may have overwatered it at some point. Is there a good treatment for this? Has loose soil and pot has drain-hole. Watered about once a week.

Mealy bugs 😬
I’m so sorry but I’m pretty sure your plant is toast. It would be best to get rid of it. If you are really attached you could try to physically wipe each leaf clean with a wet paper towel and then dry it but you would have to quarantine it from anything that could even possible transmit the infection to another plant.
Doom
It’s not doomed, don’t listen to the others. I’ve brought back plants from worse.
Spray it down to knock some of it off. Then make a solution of soapy water, a little rubbing alcohol, and water. Wipe them off with a solution and sponge. Probably have to do it a couple times.
If the plant is small enough, you can dunk it.
Eggs
If you’re not particularly attached to that orchid [Oncidium type], I would ditch it. It looks to be a mealy-bug infestation which is treatable but it’s going to take time and multiple treatments/monitoring.
The worst thing about your plant is what looks like inappropriate watering [technique and timing]. There is rot setting in and it doesn’t look like the pseudobulbs are developing as typical.
