Def powdery mildew. Not going to harm the tree overmuch. Is the foliage getting excessive water on it? I see this happening from lawn sprinklers sometimes.

Yup, powdery mildew. Usually more prevalent (and harmful) in the veggie garden. Loves squashes and cucumbers. Also seems to love my neighbor’s lilacs. Usually with trees and bushes it tends to show up later in the season with damp and cooler weather.
If you want to mitigate it for aesthetics or for crossover risk to nearby veggies, look up the product Greencure applied with a pump sprayer. I’ve used lots of things and find Greencure to be very scalable, gentle, and effective. PM is one of those things you don’t really eliminate. You merely treat it to reduce the pressure.

Thoroughly clean up all the fallen foliage. PM will overwinter. After all leaf drop and before it leafs out in spring apply diluted Neem Oil and or Diluted Baking Soda
