Anthony James Spensley, of Edmondson Street, Barnoldswick, stored the waste, which “was causing environmental issues and providing a detrimental effect on the area”.

During an inspection on February 28, wood, tyres, rolls of muddy carpet and other household items were found in the rear garden of the property.

In March, Spensley was told to remove the items. On April 4, a follow-up inspection was carried out and the rubbish was still there.

He was fined £220 and ordered to pay £618.10 in enforcement costs, plus a victim surcharge of £88, totalling £926.10. He has until October 28 to pay the fee.

A spokesperson for Pendle Council said: “A Barnoldswick man has been fined for storing waste in his rear yard for eight weeks.

“Anthony James Spensley, of Edmondson Street, was issued a section 80 Notice of the Environmental Protection Act 1990 for storing the rubbish, which was causing environmental issues and providing a detrimental effect on the area.

“The matter was referred to court and a hearing found him guilty in his absence.

“Spensley was fined £220 and ordered to pay £618.10 in enforcement costs, plus a victim surcharge of £88 – totalling £926.10.”
