Drill a bunch of 1 inch holes as deep as you can (about 10 inches). You’ll probably need a dozen for a stump that size. Fill them with Epson salt and then water. Keep the water level high for a few weeks. That will kill it. Maybe two months out, let it dry if it can, or wait until spring and douse it with kerosene, build a fire on top of it, stoke it all day until the stump catches, and it’ll shoulder for a few days until it burns through all the roots.
Or hire a crew with an excavator and get it done in an hour.

If you are able to tow a trailer, you could always rent a stump grinder, and they will probably provide the trailer for it as well. If not, hire someone to grind it out for you.
My wife and I removed 85 stumps this summer with a rental unit.

I had a smaller stump a couple years ago and tried the holes/salt thing.
Let it sit over the winter and it was rotten enough to pull out that next spring.

I had a few small stumps like this in my yard that were very much dead. I drilled holes and filled them with lighter fluid. Surrounded it with some rocks and had some small fires a couple times to burn them down. Worked well

Drill lots of deeps holes in the winter time. Fill with water when below freezing, it will take time but it will eventually break it all up. That is if you are in a colder climate parts of the year.

Depending on where you live, drill some holes in it filled with kerosene or diesel fuel. Let it sit for a couple hours and then cover it with charcoal and let it smolder away. Ideally if you could cover it with something like half of a 55 gallon steel drum it would work much better. I’ve done this several times with great results.
