    Looks wet, but it’s not. Only on upper branches (the tree is only 6’). 10 hours of direct sunlight, zone 9b.

    Citrus leafminer. You can google some treatments there are options.

    Citrus leaf miner. Treatment is systemic insecticide with neonicotinoid. Examine undersides of leaves. They curl up there. They create wounds which allow bacterial infection into the plant.
