First things first, keep your cat away from this plant. It is toxic to cats. Then water, light, time and patience should do the trick.

Definitely repot in a chunky aroid specific medium. These guys are unforgiving when it comes to wet feet.

Monsteras are pretty resilient. My little cousin took some “cuttings” from mine but basically cut from the stalks on accident. I thought she was a goner but she came back. I would recommend the normal stuff like good lighting and water of course but I also would recommend liquid fertilizer diluted per directions. Let it dry out between waterings. These plants usually need a good water about once a month. Considering yours is smaller I say about every 2 weeks maybe. One of the waterings use the fertilized water instead of whatever you’re using and then continue your regular watering cycle. Fertilize every couple of months.
