I feel like this is a dumb question but I've never messed with a well.
We have a barn out away from the home, when I lift up the handle nothing comes out.
Is it possible there is a switch somewhere I should look for? I did try the breaker box in the barn. I would ask the previous owners if they shut it off but unfortunately they passed away.

  1. that don’t look like a well. That looks like a yard hydrant rigged into supplying water to an outbuilding. (I’m actually impressed with the about of redneck engineering here). Maybe the well is below those paving stones?

Either way the hydrant is being supplied somewhere, and somewhere else has a well switch and pump. You need to find the supply and do the basic checks of power, working pressure switch, and working well pump.

How far away is the house? That is a hydrant, sometimes they go bad.

Its possible it is fed by a well near the barn. Its also possible it is served by well feeding the house. Check where your pressure tank is and see if there are any waterline with a valve leaving it( after the pressure tank).
