What are these little wiggly fluffs in the woods? Stuck to rocks and fallen branches. I thought seed pods but they were wiggling constantly with no wind (except when my dog huffed on them)

    Mealy bug or wooly aphid. Main diff is that wooly’s will fly to a new plant where mealy’s stay put
