This was a black eyed Susan, juat planted this year. I assume it is some kind of fungus.
Do I did it out and toss it ? Or could it potentially come back healthy next year ?
Watering daily on the hot day. Gets at least 7-8 hrs of sun.

Leave it. The seeds will fall and germinate next year and the hollow dead stems will provide shelter for insects and nesting materials for birds.
Cut the brown top growth off and leave the remaining green.

you can deadhead if you dont want the entire patch to be black-eyed susan next year. Or leave it be for the creatures. They will come back either way
You’re good!! Just pull out/cut off the dried out bits. She will be back and then some next year.
If you don’t like looking at the dead flower stalks, you can collect the seeds to use next year. If you decide to leave as is, it’s good food for birds in the winter.
