Rosemary is the one thing I can’t kill. It doesn’t look that bad.
Are you watering it too much? Pretty sure it likes a lot of sun and for the soil to dry between waterings.

In my experience with it, it looks deep drainage. I would repot it with a deeper pot, not necessarily super wide, and make sure it’s draining well. Pull out the dead ones and give it some fertilizer. Soil wants to be moist, not soaked in between waterings.

Looks like signs of overwatering and congestion.
