Looks like a top cut with no branch collar nearby to cut back to.
Is this branch just donezo and I should I cut it out entirely from the base? I’m very hesitant on doing that as the diameter is 3-4in minimum near the base (2nd pic).
I know this is probably not the worst prune y’all have seen but I’m heartbroken about it. This was done without my permission and I took so much time caring for it since it was only 3ft tall.

    Good cuts, no. Butchered? Not exactly. You can clean those stubs by taking another inch off. If you don’t think it should be a permanent branch, then reduce it to the trunk. The trunk union is pretty awful for that branch, the tree needing formative pruning 5-10 years ago.

    A cut does not need to be up against a collar in order to heal and sometimes it’s better not to cut a large branch off close to the main stem. There are young branches right before the cut, maybe it’ll heal up just fine. It does not look like a butchered tree.
