It would be very safer to wait for it to develop longer main and secondary roots.
Right now you can technically plant it but it’s very easy for the root to get damaged in any way.

Personally, I would wait until there is a proper root system, like as if it has a bunch of hair
It can shock a plant to be repotted into soil after propagation, so best have a more developed root
Also, the root to soil ratio would not be good, so you would risk it rotting, therefore its best to wait until there are many in case some rot happens
If you are propagating in water, make sure you change the water like once a week, I do believe it has its benefits
Similarly, if you have other plants you are propagating, you can put them in one water together as it can stimulate faster growth
