Here are some photos of my weeping cherry tree. Around June last year I can still see it blossoming (3rd photo) but this year it dries off like this. I attached a picture of your tree with a yellow X to mark which ones to remove. You want to keep a umbrella shape. Remove any branches heading towards the sky. Any branches touching the ground just trim to keep shape but stop branches touching ground. Any dead branches prune off to trunk/crown. Remove any branches crossing over and rubbing against each other. It appears to have had frost damage to trunk early on as the bark had split but healed over.
