Looks like what Arid Lands would sell as Monadenium (Euphorbia) guentheri. Looks pretty much like what I’ve grown as M. guentheri both from cutting and from seed. Cuttings will tend to have a longer stem like the one pictured before they pup, whereas they will generally pup earlier when from seed.
Flowering would help with some diagnostics. But this group of E. guentheri/stepelioides/heteropodum can sometimes be hard to distinguish depending on how they’re being grown.
