Level and place buffalo turf?

Hi there, never gardener here.

I have this patch in front of my house that I'd like to level with dirt/soil (or what's best).

Would ideally like to add grass (buffalo from bunnings as easily sourced) but unsure where to start.

At the moment it mostly seems to be weeds, do I need to kill them off (how), then add some soil on top and then add grass?

I have 0 gardening experience except for getting down on my knees and pulling out weeds out of pavers.
