to me it looks fungal – do you ever have moisture sitting on the leaves of the plant? this can be a perfect breeding ground for fungus.
if you mist your plants currently, i would recommend stopping.

The white thing is fluffy, I poured isopropanol on it and it didn’t move, just turned transparent. I am thinking of a fungus or bacteria infection not a bug. It’s the second leaf I found like that on two different plants that are next to each other. The rest of the plant looks fine.

Fungus. Misting plants is a waste of time and can be harmful.
