Yes. I personally pick mine at that stage simply because they produce so much it’s hard to keep up on.
I have a mix of cayennes and another pepper that I forgot the name of at the moment hanging all over my kitchen.

Yes, but you know you don’t have to wait for them to turn red to use them, you can pick and eat or cook at any stage of growth, mine seldom get red as I use them everyday in cooking, so I pick whatever is available.
