I have a dogwood and cherry tree growing super tight together. I live in Maryland and am within the critical buffer zone of the Chesapeake Bay where no live trees or vegetation can be removed without a permit. So I’m wondering, what are my options here? Will these two be ok over time? Any advice is greatly appreciated!

I say leave them be. They’re bracing on each other and sharing a root system so removing one would compromise the other. I’d say some crown reduction pruning to keep them a manageable size for that spot would be a good idea.
