There’s disc and ray florets on this flower. The center of this inflorescence is full of small tiny flowers and the outermost that look like petals are flowers as well which are typically female or sterile (I don’t know in this case).
At some point the genes instruct the cell fate to become either a ray or disc floret. In this case there was a mutation which caused the disc florets to develop as if they were ray florets

Might be asters yellow unfortunately
