Are you trying to mask the dog graves or highlight them?

Plant a flowering shrub over the grave and mulch the area. No gravel. Find a nice flat stone and paint your dog’s name on it, burn/carve name into a chunk of wood or?

If area is always dry then search for a drought tolerant shrub but grass is really thirsty and shrubs are better at finding water so may not be necessary.

First plant that comes to mind are shrubby dogwoods. Many are native, some have colorful winter twigs, some have amazing fall color and native ones provide valuable food for wildlife.

How about cremation? You can then have an urn with their ashes and decorative plants around it.

Build a doghouse with his portrait over the grave as a mausoleum.

Large river stones, a dog statue, wild filers. Plaque
