I keep my mini roses under grow lights when they’re not in bloom and once they’re blooming I bring them up to my kitchen window. I seem to get these tall fast growing stems when they’re by the window and I’m wondering if it may be due to insufficient light. I usually prune them to try and keep a compact bushy plant but I’m wondering if maybe I should let the rest of the plant catch up to those taller stems.

A windowsill is not enough light for a plant that likes full sun all day especially if it is not a south facing window. You’re doing really well with them, though, as mini roses are not an easy grow indoors.
