My guess is some type of black Slime Mold fungus, but I’m no expert.
I had that once. It was turtle nest/eggs
Google fu says it’s a colony of Nostoc commune. a genus of cyanobacteria also known as blue-green algae.
Use a twig to carefully stir up some of it and see whats in there
