I was pulling weeds and saw some roots. I pulled and started to see more become visible. Before I knew it, this is what I see and that is not even all of it.

Those are the roots of that poor tree you are suffocating with plastic and rocks. In fact, you may have such shallow roots BECAUSE of how poorly that tree is planted/mulched. Trees use their roots to breathe, as well as take up water and soil nutrients.
Remove that weed barrier and pull back the stones and any other mulch or dirt until the root flare is exposed. The root flare is where the trunk of the tree starts to widen at the bottom before it spreads into roots.
Stones make terrible mulch. They reflect heat back at plants, do not retain moisture, and do not break down to feed the soil.

Tree roots are wild. This is not at all unusual. Some grow super deep, some grow stupidly horizontal, some destroy pipes, some destroy foundations.
