It probably is an old cistern or septic tank cover. However, back in my childhood, circa 50’s early 60’s, fallout shelters were also popular, with many of them being sealed and covered after years of disuse. Sometimes, they had storm shelter, root cellar style entrances, with others, a vertical access cover, and rung ladders.
