Your oak has a bunch of epicormic sprouts. The gals others identified are pretty harmless.
Common reasons for abundant epicormic sprouts are clearing around the tree, which increases how much light hits the trunk; root damage which stresses to upper branches; and top damage, which reduces the dominance of upper branches and buds.
