The growth that I can see looks to be new growth from a few nodes on the stem, likely triggered due to the main top growth being damaged in some way – I can’t tell from the pictures whether this is mechanical damage, pests or just a genetic defect.
The new growths should grow larger leaves in time, but I would focus on working out exactly what is happening with the growth of the main stem just in case there’s something you need to act on.
