The city is putting in a beautiful new outdoor space in my neighborhood but I saw the old oak tree completely asphalted in, was wondering if that is the way it is supposed to be? If not I was going to message the rep for our area to ask for an arborist to come by and review before the construction guys leave. I don't think it gets water this way, full direct sun and right between 2 busy streets

Yes this is totally normal, trees often grow a ring of asphalt around their base as they mature.
The tree probably has deep roots that can fetch water – the asphalt should not be an issue. It might go the other way where the roots might end up poking through the asphalt at some point. 🤷🏻♀️

That looks like permeable pavement to me. Allows water in but protects the roots from being walked on, scraped, etc. If it feels rubbery or bouncy at all that’s what it is.
That looks like porous surface, not the black tar asphalt used on the road. So it SHOULD be okay? As the tree grows of course it’s going to … get bigger. If that surface is flexible, it will just flex out of the way, otherwise the tree will buckle and break it. In a battle between asphalt and oak tree, the tree wins.
Like several other people said. Most likely permeable cover.
I just wanted to add that this is a horrible, disgusting eyesore.

People on r/marijuanaenthusiasts or r/tree might know more (don’t mind the name of the first one, they got it when r/trees was used for weed)
around my college campus there’s a whole side walk of trees covered like this, it’s like a rubbery bouncy path lol i love walking on top of it. the trees continue to do just fine, however the roots are now trying to set free and the sidewalk is all lumpy. granted i think that has been there for years, so i would say it is ok but eventually it will have to be either removed or replaced:)
