It’s definitely sempervivum. I don’t think it’s hens and chicks, seems bigger than the hens and chicks I’ve seen but maybe they just don’t grow well in Canada.
Seems like all sempervivum are native to your area but the more alpine regions.
I’m not aware of them being considered invasive anywhere. They’re really not aggressive plants, they grow pretty slowly.
The yellow flowers are stonecrops, maybe Sedum rupestre ‘Angelina’ or some other. Those are more aggressive, can form dense mats and prevent anything else from growing and sometimes considered invasive.

Neat little fact, it’s customary in Europe to plant evergreen plants in cemeteries for your loved ones so you see a lot of things like this. Hellebores, conifers and mahonia are common too
