We are in Southern Missouri. We have done the best we can in the typical backyard area. It is a slope full of rocks and we cannot afford fill dirt or a retaining wall at this time. Any suggestions for coverage?
Look into chip drop and see if you can get free arborist wood chips. Lots and lots of wood chips would break down and add lots of organic matter to the soil and thus diluting the soil to rock ratio.

The park near me has two hill sides fully placed with yarrow (mostly) plus some monarda and rudbeckia near the bottom of the hill. Same zone as you.
