Our apple tree has completely snapped at the base,
I think I know the answer but is there anything we can do to save it?

  1. No, commercial apple trees are grafts meaning the root and the top part of tree are different plants.

What you’ve got there is a poor quality graft thats failled. You might have just bought a crap tree from cheap supplier or you might have gotten unlucky.

The stump might still grow but it will be the root stock that’s growing not the tree you wanted.

Kind of looks like it had some canker around where it snapped.
