No, commercial apple trees are grafts meaning the root and the top part of tree are different plants.
What you’ve got there is a poor quality graft thats failled. You might have just bought a crap tree from cheap supplier or you might have gotten unlucky.
The stump might still grow but it will be the root stock that’s growing not the tree you wanted.
