The pulvinata species unfortunately does also grow tall, no matter how much light it gets. But yours do show some signs of etiolation too. Ideally there should be no gaps on the stem between the leaves.
This was considered a cultivar at first, hence the name ‘Frosty’, but the plant has since been discovered in the wild too. So the new correct name for this plant is Echeveria pulvinata var. frigida, a naturally occuring species.
