Trying to decide if I should make a cut at the red line and allow that upward shooting branch to become the main shoot, or just take it off about an inch below the lowest branch and graft on new shoots. Pretty new to trees and I’m trying to resurrect this one after it was hit by a plough.

Leave it for now as long as the new growth is above the graft union. Only about 30% of a tree should be taken off per year and it seems like it has lost that much already. Next February you can take off those side branches and leave the leader and it’ll be good as new. It is a little bit too late in the season to topwork it
