transplanted a this olive tree here last year. It hasn’t given any flowers or fruits this year and most of other trees already have by this time of year. What is wrong with it ? We water it 30 minutes twice per day. It gets at least 8 hours of sun. We are in Las Vegas.

I’d get rid of the pavers gravel and perhaps replace it with mulch. But don’t mound it up around the trunk of hte tree. I also worry you have buried the tree to deep, so you might even careful pull soil away until you find the first roots. Then mulch over everything, but keep the much about 4 inches from the tree.

I don’t know much about your climate and I’ve don’t live in a climate where irrigation systems are very common, so take this with a grain of salt. In general, olive trees HATE staying wet. 30 minutes twice a day sounds like WAY WAY to often. I get that you live in a desert, but that sounds BAD. Personally, I’d switch it to something more like once a week for two hours. They love water, especially during the summer, but it’s pretty important to let the soil dry out before you water them again.
