Hey everyone,
I found these white clusters under a few leaves of my pepper plant (grown indoors, near a sunny window, still too cold outside). I already removed the most affected leaf, but I want to be sure about what this is and how to handle the rest of the plant.
Any idea if this is a pest or just some kind of residue or fungus?

Watering: I only water when the leaves start to droop slightly, and I give it very little water each time. It's potted in universal potting soil with good drainage.

I don’t know if it’s a bug or not. But, I would be hosing it down and burning the leaves with the worst of it. I would separate from other plants. I would spray with insecticide and get the granules for the soil to kill bugs too. I think it’s called Bonide.
As you can tell I basically would be losing my mind. I hate creepy crawlies. Good luck.
Edema? Based on what you wrote it doesn’t seem possible but it also seems possible based on presentation.
