It looks like you’ve got aphids possibly? They are bugs that suck out the juices of plants, and they like to congregate on new growth. The curling up of the leaves is due to their feeding. The debris on leaves is most likely a collection of their molts. When they feed, they also secrete a substance called ‘honeydew’ which is sticky and can cause dirt and other things to get stuck to leaves, and it also can cause sooty mold.
At this point, I would prune off the most affected areas to control the population asap (they multiply very quickly) and use water to try to spray any that remain on the plant off. If you find leaves that are sticky or have a dark grey to black coating on them, they can be wiped down or removed.
